Do not assume the worst, and do not assume the best. Many apps move money through a partner institution that holds the licence, so the name you know may not be the name NBE lists. Ask the company directly which licensed institution handles the Ethiopia side, then look that name up here. If they will not tell you, that is your answer.
NBE asks the public to report suspicious remittance activity to complaintoffice@nbe.gov.et or by calling 6230 inside Ethiopia.
